Free zone wins on year-one cost and 100% ownership clarity. Mainland wins if you need to invoice other UAE companies without a distributor, take government contracts, or open retail. Depends on your revenue plan, not your license fee.

Which Dubai free zone is cheapest?

IFZA and Meydan tend to win on year-one price. DMCC charges a premium that clients and banks recognise. RAKEZ is cheaper than Dubai free zones if you don't need a Dubai address.

Do I need a local Emirati partner to open a company in Dubai?

Not in free zones. On the mainland, 100% foreign ownership is allowed for most activities since the 2021 reform; a small list of strategic activities still requires Emirati participation.
