The UAE Ministry of Finance, in collaboration with the Central Bank of the UAE, launched the country's first sovereign retail T-Sukuk programme on 17 June 2026. The instrument is Shariah-compliant and offered through an IPO-style subscription framework modelled on processes already familiar from the Dubai Financial Market and Nasdaq Dubai. The minimum subscription amount is AED 1,000, which places government-backed securities within reach of a significantly wider pool of individual investors than wholesale sukuk markets have historically allowed.
Subscriptions will be processed through Emirates NBD Bank as Lead Receiving Bank, with Emirates Islamic Bank, Abu Dhabi Islamic Bank, Ajman Bank, and Mashreq Bank serving as additional receiving banks. Investors can subscribe via partner digital platforms and dedicated subscription channels. Once the offering process is complete, the sukuk are expected to be listed and tradeable on Nasdaq Dubai, with the exchange also acting as central securities depository and settlement platform. The Ministry has indicated that full details of the first issuance — including profit rate, tenor, and subscription period — will be announced separately.
