Abu Dhabi is moving deliberately toward next-generation aviation. On 19 June 2026, the Abu Dhabi Investment Office (ADIO), the General Civil Aviation Authority (GCAA) and the Integrated Transport Centre (Abu Dhabi Mobility) signed a cooperation agreement focused on aircraft design certification, smart aviation systems and the regulatory frameworks needed to support sustainable air transport. The agreement was signed under the supervision of the Smart and Autonomous Systems Council.
The practical centrepiece is Al Ain. Under the agreement, the Al Ain Region will serve as a global centre for aircraft design and regulatory activities, backed by specialised infrastructure, technical expertise and international partnerships. The three entities will jointly develop State of Design and State of Manufacture documentation and set specifications for certifying advanced aircraft technologies — specifically electric vertical take-off and landing (eVTOL) and electric conventional take-off and landing (eCTOL) systems. GCAA Director-General Saif Mohammed Al Suwaidi stated that the partnership strengthens the UAE's ability to certify the next generation of advanced aircraft technologies.
